UPRR prepared the <br />Monitoring Plan in respo se to our 7 April 2006 letter. Previous monitoring shows that <br />stormwater runoff from t e 8th Street Storage area and areas south to outfall SW -3 contains <br />diesel fuel and motor oil petroleum hydrocarbons (TPHd and TPHmo). <br />The Monitoring Plan pro oses sampling stormwater from selected outfalls for five significant <br />precipitation events start ng in the fall of 2006. UPRR defines a significant precipitation event <br />as one that produces at east 0.1 inches of rainfall during one hour of a multiple hour <br />precipitation event. The proposed outfalls are SW -3, SW -15, SW -16, SW -17, SW -18 and <br />SW -19. <br />The Monitoring Plan is acceptable if the following comments are incorporated into the plan: <br />1. Outfalls SW -2, SW -4, SW -7 and SW -8 should be added to the monitoring schedule. <br />2. At least one a ent early in the precipitation season should be sampled. <br />3. To assure that more than one precipitation event is sampled, sampling events <br />should span a least a month.
