Approve the Negative Declaration and instruct the Clerk to <br /> file a Notice of Determination; and <br /> 2 . Approve the Quarry Excavation subject to the attached <br /> Conditions of Approval and based upon the staff report fin- <br /> dings noted below. <br /> QUARRY EXCAVATION FINDINGS <br /> 1 . The proposal is for the removal of scarce mineral resources <br /> and not for the removal of prime farmland because the site is <br /> located within the Corral Hollow Alluvial Fan, topsoil is to <br /> be stockpiled and replaced during rehabilitation, and the <br /> site will be returned to an agricultural use upon project <br /> completion. <br /> 2 . The excavation will not have a detrimental effect on any <br /> surrounding agricultural land because the project is <br /> surrounded by two canals, another quarry excavation, and <br /> public roads . <br /> 3 . The proposed rehabilitation of the property upon completion <br /> of the excavation will leave the property in a condition <br /> which will allow its reuse because topsoil will be replaced, <br /> the pit bottom and sides will be revegetated, equipment will <br /> be removed, and an agricultural use will be reestablished. <br /> 4 . Issuance of the permit shall not be significantly detrimental <br /> to the public health, safety, or welfare or be injurious to <br /> the property or improvements in the vicinity and district in <br /> which the property is located because no significant environ- <br /> mental impacts were identified in the Initial Study. <br /> PROJECT DESCRIPTION <br /> This request is to establish a new quarry excavation site within <br /> the Corral Hollow Alluvial Fan and to extract 16 million cubic <br /> yards of sand and gravel . Portable aggregate processing facili- <br /> ties will be installed and will be used to produce road base <br /> aggregate, which will be hauled from the site by truck. Finer <br /> grades of aggregate material will be produced at the applicant ' s <br /> existing plant on the east side of Tracy Boulevard. <br /> The project area - 160 acres located between the Delta Mendota <br /> Canal and the California Aqueduct - will be excavated in four <br />
