HAZELTON AVE., STOCKTON, CA 95205 CHET DAVISSON
• ° PLANNING PHONE: 209/944-3722 Director
gcF0 BUILDING PHONE: 209/944-3701
JERRY HERZICK
March 4 , 1988 Deputy Director
TOM WALKER
Deputy Director
MEMORANDUM
TO: DevelopmentCommittee
FROM: Harry Islas',`Associate Planner
SUBJECT: ZR-88-23 Pre-Application of Davis Eight Associates
------------------------------------------------------------------
The Development Committee will review this item on March 16 , 1988 .
Attached are the comment letters of the:
° City of Stockton Planning Division
° Local Health District.
The proposal does not meet the intent of the C-RC zone, which is
intended to cater 'to the commercial needs of residents in an estab-
lished rural center or rural residential, crossroads settlement.
The project location meets neither of these location criteria.
Because the proposal does not meet the intent of the C-RC zone,
a zone reclassification to C-RC would not be consistent with the
site ' s General Plan designation, Agriculture.
The project vicinity does not contain a substantial concentration
of residential uses. Nor does it contain uses similar or identical
to those uses permitted in the C-RC zone. From the intersection
of Eight Mile Road and Davis Road, the areas to the northeast,
northwest and southwest are devoted to agricultural uses. The
area to the southeast is developed with the Elkhorn Golf and Country
Club and an accessory residential subdivision. Of the few residen-
tial uses found in the project vicinity, most are located along
the Davis Road frontage, south of Eight Mile Road. The 295-acre
parcel located immediately north and west of the project site is
under Williamson Act Contract, as is the 315-acre parcel north
of the 295-acre parcel.
There already are numerous commercial establishments in the northwest
portion of the Stockton Urban Center. The list of existing sites
includes:
Hammer Lane (at Route 5 , Alexandria Place, Thornton Road and
Lower Sacramento Road)
