Margaret Lagorio EH
From: Jim Barton Lbarton@waterboards.ca.gov]
Sent: Wednesday, February 18, 2009 10:05 AM
To: Margaret Lagorio [EH]
Cc: Nuel Henderson [EH]; Vicki McCartney[EH]; James Munch
Subject: Re: 1030 S. Olive Street, Stockton
Attachments: Letter 1-14-09.pdf; Letter 08-08-08.pdf; 4Q2008.pdf; 3Q2008.pdf
lJ I=1 LTJ L J
Letter 1-14-09.pdf Letter 08-08-08.pdf 4Q2008.pdf(2 MB) 3Q2008.pdf(10
(172 KB) (222 KB) MB)
Hi Margaret,
I have reviewed the attached documents. I also reviewed our file and the most recent
monitoring reports for each of the two sites (4Q2008 for 1030 Olive St. and 3Q2008 for
4075 Main St. ) , and discussed the case briefly with Jim Munch.
Based on the most recent 1030 Olive Street report, it appears that there is only one
monitoring well (MW-1) on the site, and groundwater flow direction is not discussed. The
4075 Main St. report shows groundwater flowing northeast to southeast (away from 1030
Olive St) , with isoconcentration contours showing the groundwater contaminant plume moving
southeast under Main St (away from 1030 Olive St) .
Our file included an 8 August 2008 County letter request to 1030 Olive St. for a workplan
to demonstrate vertical and lateral extent of the groundwater plume. A 18 December 2008
County letter gave an extension for submitting the workplan until 9 January 2009. To
date, the workplan has not been submitted.
The file includes a County letter that states the 1030 Olive St. consultant contacted the
County by phone on 8 January 2009, claimed the source of the groundwater pollution at 1030
Olive St. is 4075 Main St, and requested closure. In response to the consultant' s request
for closure, the 14 January 2009 County letter reiterated the request for a workplan for
an investigation of lateral and vertical extent at 1030 Olive St. , and also requested
hydrogeologic cross sections to show plume pathways in support the consultant' s above
mentioned claim, with a resurvey of MW-11s elevation to the same benchmark used for the
4075 Main St site wells.
While the known contaminant concentrations in soil were initially low and current
groundwater concentrations are low (TPHg, 130 ug/L) at 1030 Olive St, the 8 August 2008
County letter also requested that the workplan include an evaluation for vapor intrusion.
The 1030 Olive St. documents in our file do not address possible vapor intrusion, which is
now a requirement from State Board for closure.
Please provide the vapor intrusion evaluation if it exists. Upon receipt, we will then
evaluate the data, and if the data are favorable (no threats from vapor intrusion) , we
will be better able support the County recommendation for closure for 1030 Olive St. if
the vapor intrusion evaluation is not available, please refer the 1030 Olive St. case to
the Regional Board for enforcement. We will write a 13267 Order to get a vapor intrusion
evaluation report.
Thanks.
Jim
>>> "Margaret Lagorio [EHJ " ¢MLagorio@sjcehd.com> 2/17/2009 3 :05 PM >>>
Jim,
Please review the above site information from 4075 Main Street and 1030 Olive Street which
are adjacent to each other. The Main Street site UST system removals occurred in December
1
