(Horizon) contacted the San Joaquin County <br /> Environmental Health Department (EHD) by telephone and recommended the above-referenced <br /> site for closure consideration. Horizon supported the recommendation by stating that petroleum <br /> hydrocarbon contaminants had not been detected in any of the soil samples collected from four <br /> onsite soil borings (SBI, SB2, SB3, and MW-1). Horizon suggested that low concentrations of <br /> petroleum hydrocarbon contaminants detected in groundwater collected quarterly from <br /> monitoring well MW-1 may be coming from JAMAR Service (JAMAR) located adjacent to the <br /> above-reference site. Horizon requested the EHD review data from the neighboring JAMAR site <br /> before determining the necessary to perform additional work at the Quik Stop Station Number <br /> 076 (Quik Stop), as directed by the EHD by letter dated August 8, 2008. By email on January 8, <br /> 2009, Horizon requested deferral of the work plan submittals due to the EHD on January 9, 2009, <br /> until the EHD had completed the review process. <br /> It is Horizon's opinion that groundwater gradient along the west side of JAMAR is east to west <br /> and that petroleum hydrocarbon contaminants from the JAMAR site may be impacting <br /> groundwater at the Quik Stop site. Horizon also suggested a correlation between groundwater <br /> analytical data collected from MW-1 at the Quik Stop site and groundwater analytical data <br /> collected from MW5 at the JAMAR site. <br /> The EHD has reviewed boring logs, cross sections, analytical data and groundwater gradient <br /> maps for the JAMAR site located at 4075 East Main Street, Stockton, California. It is the opinion <br /> of the EHD that available data are not definitive for supporting or refuting Horizon's claims. <br /> This decision is based on the following: <br /> • Data do not exist to determine the groundwater gradient or flow direction beyond the <br /> western boundary of the JAMAR property. Depth-to-groundwater measurements are not <br /> available toward the west of monitoring wells MW3 and MWS to support groundwater <br /> gradient as illustrated in quarterly reports submitted for the JAMAR site. The EHD has <br /> concluded that contour lines projected beyond the JAMAR property are not supported by <br /> data and could just as easily be drawn in other orientations. <br />
