Canepa's Car Wash Downtown November 2013
248 East Park Street, Stockton
Claim No: 1695
unlikely that they will be, considering these factors in the context of the site setting. Remaining
petroleum hydrocarbon constituents are not limited and/or stable and concentrations are not
decreasing. Corrective actions have recently been.
Rationale for Closure under the Policy
• General Criteria: The case meets all eight Policy general criteria.
• Groundwater Specific Criteria: Fails, Plume undefined in the downgradient direction.
• Vapor Intrusion to Indoor Air: The case meets the Policy Exclusion for Active Station. Soil
vapor evaluation is not required because the Site is an active commercial petroleum fueling
facility and the release characteristics do not pose an unacceptable health risk.
• Direct Contact and Outdoor Air Exposure: The case meets Policy Criterion 3b. This case
meets Policy Criterion 3b. Although no document titled "Risk Assessment" was found in the
files reviewed, a professional assessment of site-specific risk was performed by Fund staff.
The Site has had the first 12 feet of soil removed and replaced with clean fill. It is paved
and accidental exposure to site soils is prevented. Therefore, the exposure pathway is
incomplete. In addition, as an active petroleum fueling facility, any construction worker
working at the Site will be prepared for exposure in their normal daily work.
Recommendation
In order for this case to proceed toward the Policy path to closure the Fund recommends:
• The County direct the Responsible Party to define the downgradient extent of groundwater
contamination: and
• Startup and operate the recently installed soil and groundwater treatment system to achieve
Policy guidelines in a timely manner.
U,6./ ItIl I// : K q //7,
ZKt
Pat G.
