Park Street, Stockton, California� � <br /> Dear Mr. Rowe: <br /> Condor prepared the Work Plan-Soil Boring and Monitor Well Installation, dated November 17, 1998, <br /> and the Work Plan- Monitor Well Installation, dated November 17, 1998 for the above referenced sites, <br /> respectively. Your approval of the work is pending. Based on our review of the Telephone Call Record of <br /> the conversation you had with Marikka Hughes of Condor Earth Technologies, Inc. (Condor) on <br /> November 27, 2000, Condor believes that you would like new work plans to be submitted for the <br /> Canepa's Car Wash sites. As you are aware, we need regulatory direction to proceed with work and allow <br /> our client, Mr. Remo Canepa,to be reimbursed by the Underground Storage Tank Cleanup Fund. <br /> You requested that the Quarterly Monitoring Reports for the 6230 Pacific Avenue site, address the soil <br /> vapor extraction (SVE) system results and productivity. These concerns will be addressed in the fourth <br /> quarter monitoring report currently being prepared by Condor. In addition, you requested that the work <br /> plan address the groundwater mounding at the site. We propose that a work plan be submitted that <br /> addresses the following: <br /> • Groundwater mounding at the site <br /> • The drowned monitor wells <br /> • Increased concentrations of benzene and MTBE in MW-2 (see enclosed figures from Report: <br /> Quarterly Groundwater Monitoring, Third Quarter-July 2000 dated November 8, 2000) <br /> • Evaluation of SVE system productivity and whether or not this is the best method to close the site <br /> You indicated that the 1998 Work Plan, dated November 17, 1998, for the 248 E. Park Street site has not <br /> been approved because it does not reflect what might be happening outside of that site, specifically a <br /> possible external MTBE plume. You recommended that we do a file review on a site on Hunter Street, <br /> and incorporate the information provided from that site into the work plan.
