Advanced FEB 052009 <br /> ENVIRONM NT ; ALT ;�.•.: <br /> GeoEnviron inc . <br /> 02 February 2009 <br /> AGE-NC Project No. 96-0216 ,, �e� '16 c� <br /> Mr. Mike Infurna <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202 <br /> Subject: Request For Reduction of Monitoring Activities <br /> PACIFIC CAR WASH <br /> 4405 Pacific Avenue, Stockton, California <br /> Dear Mr. Infunra: <br /> On behalf of Mr. Jerry Castro of Pacific Car Wash,Advanced GeoEnvironmental, Inc. (AGE)has <br /> prepared this letter to request a reduction of ground water monitoring activities at Pacific Car Wash, <br /> 4405 Pacific Avenue, Stockton, California (site). Since November 1997, a total of forty-two (42) <br /> quarterly ground water monitoring events were conducted at this site. Based on ground water <br /> monitoring data collected to date,the extent of the site's dissolved petroleum hydrocarbon plume <br /> is defined both laterally and vertically in all directions. Therefore, AGE believes that continued <br /> quarterly ground water sampling from wells MW-1 through MW-19 for the investigation is not cost <br /> effective and will not provide additional information to supplement the ongoing investigation. <br /> Annual sampling events should be adequate to monitor ground water impact at these wells and <br /> should be re-evaluated on a annual basis. <br /> As you are aware,costs associated with the cleanup effort at this site are presently reimbursed by the <br /> California State Water Resources Control Board(SWRCB)under the Underground Storage Tank <br /> (UST) Cleanup Fund. However, Mr. Castro was recently notified by the UST Cleanup Fund on 28 <br /> January 2009 that future reimbursements by the State would be delayed as much as 6 to 18 months. <br /> Due to the significant cost of monitoring at this site, Mr. Castro has accrued over $30,000 of <br /> expenses that has not been reimbursed by the UST Cleanup Fund. This accrued cost has caused a <br /> great financial hardship on Mr. Castro. Furthermore,based on the current conditions at the state, it <br /> is unlikely that Mr. Castro will receive any type of reimbursement from the UST Cleanup Fund <br /> before December of 2009. <br /> The Pacific Car Wash does tot have the financial capabilities to continue absorbing costs with the <br /> ongoing quarterly groundwater monitoring program.Therefore,AGE is requesting that the quarterly <br /> ground water monitoring program be reduced to an annual monitoring program.
