(AGE)is in the process of evaluating soil vapor <br /> extraction (SVE)/in-situ air sparing (IAS) and ground water extraction (GWE) as interim <br /> remediation measures for 4405 Pacific Avenue, Stockton, California (site). <br /> In the above referenced SJCEHD letter, it was stated that staff from both the SJCEHD and the <br /> Central Valley Regional Water Quality Control Board (CVRWQCB) met on 09 January 2003 to <br /> discuss AGE's choice of GWE for interim remedial action at the site. At that meeting, the <br /> CVRWQCB disagreed with AGE's selection of GWE and believed that SVE/IAS interim remedial <br /> efforts at the `core' of the ground water plume would be a more prudent expenditure of funds and <br /> effort;in addition,the CVRWQCB requested that additional GWE supporting evidence(i.,-. ground <br /> water pumping test data) and arguments be submitted for regulatory review. <br /> To date, there have been no SVE/IAS or GWE field tests, or soil testing of intrinsic permeability, <br /> moisture content and porosity, which AGE typically utilizes in selecting an appropriate remedial <br /> method for a site. AGE had submitted Feasibility Studies and Monitoring Well Installation Work <br /> Plan, dated 15 February 2002 and approved by the SJCEHD on 15 March 2002, for testing SVE, <br /> IAS and GWE, in vadose zone and First Water. However, the work plan was denied by the LIST <br /> Cleanup Fund(USTCF) on 26 June 2002, during the cost preapproval process; the USTCF stated <br /> that they did not find the above referenced remediation testing reasonable or necessary when <br /> multiple remedial technologies (i.e. SVE/IAS and GWP) were tested in the same media and the <br /> same hydrostatic interval <br /> In a subsequent meeting between AGE and the SJCEHD on 17 December 2002,the status of the site <br /> investigation was discussed, and both AGE and the SJCEHD concluded that there was an immediate <br /> need for interim remediation.
