D ., M.P.H., Acting Health Office
C (0
304 East Weber Avenue, Third Floor • Stockton, CA 952 °4Foaa`
209/468-3420
MAY 2 21997
LILA BILLHEIMER JERRY & MARLETA CASTRO
J C SHAUGHNESSY ESTATE 4405 PACIFIC AVE
4405 PACIFIC AVE STOCKTON CA 95207
STOCKTON CA 95207
RE: Pacific Avenue Car Wash SITE CODE : 1215
4405 Pacific Ave .
Stockton , CA 95207
San Joaquin County Public Health Services , Environmental Health Division ( PHS-
EHD) , has recently completed a review of this site and offers this evaluation for your
consideration .
Groundwater samples collected during the last field activities during July , August,
September, and October 1996 indicate that high levels of petroleum contamination exist
under this site . In order to advance through your required investigative phase and
gather enough data to complete it, you will need to take steps to define the limits of
both the soil and groundwater plumes .
Further assessment is warranted northeast of soil probe boring P-8 and west of soil
probe boring P-5 to determine the lateral extent of dissolved hydrocarbons . Monitoring
wells should be placed at this site in locations that will provide the data to determine the
groundwater gradient direction and delineate the extent of the petroleum in the
groundwater.
The placement of monitoring wells now should take into consideration any future
possibility of existing underground tank replacement and excavation activities that may
damage or cause the wells to be destroyed . Placing monitoring wells now, only to have
them destroyed in the very near future because of known or suspected site construction
plans , is not in the best interest of your required investigation or underground tank
compliance issues .
Such high levels of petroleum in the groundwater samples from soil probe borings P2
(TPH -G = 190 , 000 ug/I and Benzene = 10 , 000 ug/1) and P3 (TPH-G = 210 , 000 ug/I and
Benzene = 15 , 000 ug/1) may indicate an ongoing release . The presence of MTBE in
the groundwater sample from P3 at 1 , 000 ug/I could support the conclusion of a
relatively recent impact. Efforts should be taken immediately to verify the tightness of
your complete underground tank system (including product lines and dispensers) .
A Division of San Joaquin County Health Care Services
