" <br /> It is the responsibility of this agency to ensure compliance with <br /> applicable Federal ( 40 CFR 280 ) and State ( Health & Safety Code <br /> and CCR T23 , Article 11 ) Underground Storage Tank Laws and <br /> Regulations . <br /> On June 1 , 1992 , PHS / EHD notified the responsible party ( RP ) for <br /> the above referenced site that the results of a subsurface <br /> investigation confirmed the presence of contamination in the soil <br /> from an unauthorized release . This notification informed the RP <br /> that this site is assigned to the " Local Oversight Program " ( LOP ) <br /> for oversight of assessment and cleanup activities at <br /> contaminated underground storage tank ( UST ) sites . <br /> The goal of the site evaluation performed by PHS / EHD is to <br /> certify closure of leaking UST sites . Closure certification , <br /> that is completion of investigation and any required remediation , <br /> occurs only after assessment and mitigation activities are <br /> confirmed as acceptable to both PHS / EHD and Central Valley <br /> Regional Water Quality Control Board ( CVRWQCB ) . <br /> Further investigation is required to determine the vertical and <br /> lateral extents of contamination and to verify if groundwater <br /> beneath the above referenced site has been impacted . <br /> A workplan that addresses this phase of investigation shall be <br /> submitted to PHS / EHD by September 30 , 1992s <br /> Reimbursement from the State Water Resources Control Board ' s <br /> ( SWRCB ) " Underground Tank Cleanup Fund Program " is partially <br /> dependent on your compliance with PHS / EHD directives .
