Mr Fred Cruz, SJVAPCD January 11, 2005 <br /> Authority to Construct/Permit to Operate <br /> ARCO 6100, South Patterson Pass,Tracy <br /> Page 3 <br /> Based on the highest GRO concentration in the system influent samples observed during <br /> the operation of the King, Buck/Hasstech SVE systems, and the maximum flow rate <br /> capacity and destruction efficiency (from manufacturer's literature) of the proposed Solleco <br /> 500 cfm SVE system, the potential mass emission rate for GRO is estimated to be <br /> approximately 3 81 pounds per day (lbs/day) or 1,39121 pounds per year (see Table 1 and <br /> Appendix D) <br /> SVE SYSTEM START UP AND OPERATION <br /> Stratus proposes to conduct system start-up and source testing programs for the SVE <br /> remediation system during the first seven days of system operation The following <br /> parameters will be monitored and recorded on field data sheets during the system start up <br /> • Vapor extraction rate, <br /> • Applied vacuum at each vapor extraction well, <br /> • Influent flow into the system, and <br /> • Photo-ionization detector (PID) measurements for organic vapors from the <br /> extraction wells <br /> During the source testing, one set of influent, system influent, and effluent air samples will <br /> be collected from the SVE system on the system start-up day and forwarded to a state- <br /> certified laboratory for analysis The air samples will be analyzed on a 24-hour turnaround <br /> basis for GRO by United States Environmental Protection Agency (USEPA) Method 8015, <br /> and for benzene, toluene, ethylbenzene, and total xylenes (BTEX), and MTBE by USEPA <br /> Method 8260 Analytical results will be used to calculate the destruction efficiency of the <br /> SVE system Manufacturer's literature states that the destruction efficiency of the oxidizer <br /> unit for petroleum hydrocarbons is 98 percent or greater <br /> Upon receipt of analytical results, a source test report will be prepared and submitted to <br /> SJVAPCD presenting the analytical results of vapor samples, tabulated field <br /> observations, and destruction efficiencies of the system <br /> K 1Bp-Arco for URS161 WCorrespondence\Arco 6100 ATC application for New System dor <br />
