I
Vicki McCartney [EH]
From : Vicki McCartney [EH]
Sent: Tuesday, August 19, 2014 12: 03 PM
To: ' Khandwala, Jatin@Waterboards'
Subject: RE: Canepa's Car Wash - 6230 Pacific Avenue, Stockton - Case 1225
Good morning Jatin ,
I did a cursory review of the file and "According to the former consultant, William H . Fox of WHF (Environmental),
the SVE wells were installed without compiling geological logs and without the collection of laboratory samples as
agreed upon by the PHS/EHD, due to time constraints. Mr. Fox indicated that based on field observations, all of
the SVE wells showed signs of gasoline contamination during installation. An internal combustion unit ( ICU) was
installed at the site for vapor extraction and treatment under the Authority to Construct issued by the San Joaquin
Valley Unified Air Pollution Control District (APCD) , dated October 7, 1993. The ICU was started on March 11 ,
1994, and operated through June 10, 1995."
Based on this information , I believe that the extraction system was recommended on the initial assessment (1994-
1998).
I have been in the field this morning but I should be in the office for the rest of the day if you need additional
information.
Vicki McCartney, Senior REHS
San Joaquin County
Environmental Health Department
1868 East Hazelton Avenue
Stockton, California 95205
Phone: (209) 468-9852
Email: vmccartney(@sjcehd. com
From: Khandwala, Jatin@Waterboards [mailto:Jatin. Apparently, they had installed SVE system in 1994 prior to collecting site
assessment info. MWs 1-4 were installed in Nov 93 and SVE started operation in March 94. Their
previous consultant had pointed out this in one of the GWM report (Oct 2006) .
Based on the review of MW 1 data, it seems that concentration levels jumped when extraction event was
started . At this point I would like to find out if the extraction system was recommended based on the
initial assessment (94-98) or was it recommended at a later date (2002 or later)... . .
Any idea ?
Jatin
I
i
8/ 19/2014
