Replacement of the existing 01 catalytic oxidation <br /> unit with 01 carbon treatment unit was proposed by Condor in a letter dated August 20, 2001 and <br /> concurred with San Joaquin County Public Health Services Environmental Health Division (PHS/EHD) <br /> in a letter from Jeffery Wong, PHS/EHD, dated August 24, 2001 . The purpose of the proposed work is to <br /> achieve the 95 % destruction efficiency as required by the Air Resources Control Board in a relatively <br /> cost effective manner. <br /> We requested quotes from four-carbon equipment suppliers, including U.S. Filter, Waterlink Barnby <br /> Sutcliffe, Carbtrol and Envrotrol. Water Bameby Sutcliffe and U.S. Filter provided cost estimates . Both <br /> Envrotrol and Carbtrol declined to bid since they could not provide services in California. Copies of the <br /> bids are attached along with the bid summary sheet. Condor proposes to select the estimate provided by <br /> Waterlink Barneby Sutcliffe, based on a lower estimated cost. Condor would appreciate process for this <br /> pre-approval to be at your earliest convenience due to the PHS/EHD directive to submit a work plan by <br /> September 24, 2001 and the SVE conversion completed by October 8, 2001 . <br /> This pre-approval request includes the following items as attachments: <br /> 1 . Pre-Approval Request Form <br /> 2, The Condor letter dated August 20, 2001 purposing the carbon treatment system and <br /> providing cost benefit analysis, <br /> 3 . The PHS/EHD letter dated August 24, 2001 directing the site work <br /> 4. Detailed scope of work and cost estimate <br /> 5 . Copies of estimates, and <br /> 6. Bid summary sheet <br /> ENVIRONMENTAL GEOLOGICAL ENGINEERING GEOTECHNICAL <br />
