Addendum to General Services Contract <br /> Canepa's Car Wash — 6230 Pacific Street <br /> February 21 , 2001 <br /> Page -2- <br /> TASK 2 - Project Planning and Regulatory Agency Negotiations <br /> • This task includes Condor consulting hours associated with meetings and <br /> correspondence with the client, the SJC PHS/EHD, the SJVAPCD, and the California <br /> Regional Water Quality Control Board (CRWQCB). Condor anticipates extensive <br /> negotiations and correspondence with all concerned parties regarding site disposition and <br /> SVE system evaluation and potential reconfiguration. <br /> TASK 3 — Continued Quarterly Groundwater Monitoring <br /> Condor will conduct continued quarterly groundwater monitoring at the site. The quarterly <br /> groundwater monitoring program consists of collecting groundwater elevation <br /> measurements from the eight existing monitor wells and a groundwater sample from the <br /> existing monitor wells and one of the nine site SVE wells. Costs for one year (four <br /> quarters) of groundwater monitoring are included in this Contract Addendum. Any new <br /> monitor wells installed at the site resulting from required additional site characterization <br /> will be incorporated into the quarterly groundwater monitoring program. Costs for <br /> monitoring of any monitor wells installed in the future- are not included in this Contract <br /> Addendum . At the client's request, Condor can provide an additional Contract Addendum <br /> for additional quarterly groundwater monitoring events if they are necessary. For each <br /> monitoring event, groundwater samples collected from the monitor wells and SVE well <br /> will be analyzed for benzene, toluene, ethyl benzene, and total xylenes (BTEX), and MTBE <br /> by EPA Method 8020 and total petroleum hydrocarbons quantified as gasoline (TPH-G) by <br /> EPA Method 5030/LUFT. For each monitoring event, Condor will prepare a quarterly <br /> groundwater monitoring report for submittal to the CRWQCB and the SJC PHS/EHD. <br /> Each report will include site background information, a description of the field work and <br /> monitoring results, a discussion of well monitoring data to date, site maps showing <br /> groundwater elevation and chemical iso-concentration contours, and laboratory reports that <br /> include analytical methods, sample detection limits, and results of-die analyses. <br /> TASK 4 — SVE System Evaluation and Potential Reconfiguration <br /> • Condor will evaluate efficiency of the SVE system in a reconfigured operational mode_ <br /> Potential reconfigured operations will be evaluated by testing the system efficiency with <br /> a photoionization detector. The system may be operated in a pulsed manner to increase <br /> the system efficiency and allow continuation of the vapor extraction in accordance with <br /> the requirements of the SJVAPCD permit while greatly reducing fuel consumption. The <br /> results of the evaluation will be included in either one of the quarterly groundwater <br /> monitoring reports or in a stand-alone document, if necessary. <br /> TASK 5 — SVE System Operations and Maintenance <br /> • Following the completion of the SVE system evaluation and potential reconfiguration, <br /> Condor will operate and maintain the SVE system as directed by the San Joaquin County <br /> PHS/EHD. For the purposes of cost estimation, Condor anticipates that two site visits a <br /> month will be necessary to lubricate machinery and collect data to monitor the <br /> reconfigured operational efficiency of the SVE- Maintenance will include time and <br /> materials as needed to replace, repair, or further reconfigure components of the SVE. <br />
