Weber Avenue, 3d Floor <br /> Stockton, CA 95202 <br /> Re: Work Plan for Monitor Well Closure and Monitor Well Installation, Canepa's Car <br /> Wash, 6230 Pacific Avenue, Stockton, San Joaquin County, California <br /> Dear Mr. Wong: <br /> In a letter to you dated October 2, 2002 regarding the above referenced site (the site location is <br /> shown in Figure 1 , attached), Condor requested the proper destruction of monitor wells MW-8 <br /> and MW- 10. Condor also requested reductions in the quarterly monitoring program for the site. In <br /> subsequent telephone conversations with Condor, you indicated that closure of MW-8 was <br /> .acceptable but as a condition of approval you required the installation of a monitor well down- <br /> gradient of site monitor well MW-3 . MW-3 is located at the east extent of the site and is directly <br /> down-gradient of the petroleum release. Recent sampling of MW-3 has indicated that MTBE is <br /> present at a concentration of approximately 300 micrograms per liter (µg/L) in that location. You <br /> also indicated that closure of MW-10 was not acceptable until additional sampling of the well and <br /> analysis of the samples for a full suite of gasoline oxygenates was conducted. Furthermore, you <br /> indicated that groundwater extraction at the site should be quickly implemented, particularly <br /> because MTBE was present at the eastern extent of the property. You specifically requested that <br /> this work plan be submitted to address the described issues. <br /> In response to your verbal request, Condor immediately implemented the analysis of site <br /> quarterly groundwater samples for a full suite of gasoline oxygenates and additives. The gasoline <br /> oxygenates and additives were analyzed during the first quarter 2003 groundwater monitoring <br /> event conducted on January 14 and 15, 2003 . A report for that monitoring event is currently being <br /> prepared by Condor. Condor anticipates conducting one additional monitoring event including <br /> analysis of the full suite of gasoline oxygenates and additives prior to again requesting closure of <br /> MW-10 and perhaps other site monitor wells, if the data continues to indicate the absence of a <br /> petroleum hydrocarbon impact at those locations . <br /> Also in response to your verbal request, Condor is currently preparing a remedial action plan <br /> (RAP) for groundwater extraction at the site. Condor recently submitted to you the Problem <br /> Assessment Report and Corrective Action Plan (PAR/CAP), dated October 18, 2002 for the site. <br /> Groundwater extraction is one of the elements proposed in the PAR/CAP to clean-up the <br /> remaining petroleum hydrocarbon contamination at the site.
