r � � <br /> rWORK PLAN <br /> • ENVIRONMENTAL HEALTH DI)MQI1p LYTIC OXMATION (CAT-OX) SYSTEM <br /> r 304 E Weber Ave Third FloorSTALLATION AND MONITORING <br /> P O Box 388, Stoc n CA 95201-03 <br /> Approved <br /> Denied " <br /> Canepa's Car Wash <br /> Conditions b 6230 Pacific Avenue <br /> Stockton, California <br /> Date by <br /> rPrepared by: <br /> CONDOR EARTH TECHNOLOGIES, INC. <br /> May 28, 1997 <br /> 1 0 INTRODUCTION <br /> Phis work plan is for the proposed installation and monitoring of a catalytic oxidation (CAT-OX) <br />' system at Canepa's Car Wash, located at 6230 Pacific Avenue, Stockton, California (Figure 1, <br /> Appendix A) The work plan was prepared by Condor Earth Technologies, Inc , (Condor), at the <br /> request of Mr Remo Canepa, in accordance with a directive, dated February 5, 1997, from Mr <br />' Ronald Rowe of the San Joaquin County Public Health Services/Environmental Health Division <br /> (PHS/EHD) The purpose of the CAT-OX system is to remediate gasoline contaminated soil <br /> associated with underground storage tank (UST) piping and fuel dispensers formerly located at the <br /> 10 site The proposed CAT-OX system will be connected to the existing soil vapor extraction wells (SV- <br /> 1 through SV-9) through a piping manifold The CAT-OX system configuration and design is based <br /> on recommendations provided in the Soil Vapor Extraction (SVE) System Evaluation Report, prepared <br />' by Condor, dated September 23, 1996 <br /> All work associated i.ith the installation, operation, and monitoring of the CAT-OX system will be <br />' conducted under the supervision of a California State Registered Geologist or Professional Engineer <br /> The CAT-OX system will be operated and monitored in accordance with the San Joaquin Valley <br /> Unified Au Pollution Control District (APCD) and the PHS/EHD requirements An Authority to <br /> Construct (ATC) permit application will be submitted to the APCD for approval prior to installation of <br /> the CAT-OX system A construction permit will be obtained from the City of Stockton for the <br /> propofied electrical gas line and anchor (bolt down) system The City of Stockton Fire Department <br />' will also be notified of the installation This work plan includes a site background and a description <br /> of the proposed installation and monitoring of the CAT-OX system <br /> 1 7 Q CTTF RAC'iZf:ROT1Nl_1 <br />' Canepa s Car Wash consists of an automated car washing facility, a fuel station and a convenience <br /> store (Figure 2, Appendix A) The car wash and fuel station have been in operation for approximately <br /> 20 years <br /> Between February 25 and March 3, 1993, three (3) underground fuel tanks, fuel lines and dispensers <br /> were removed by WWF Environmental (WHF) and replaced with a double walled system The tanks <br /> consisted of two (2) 12,000-gallon gasoline tanks and one (l) 5,000-gallon diesel tank WHF reported <br /> 1 L� CONDOR <br />
