MECHANICAL INTEGRITY TESTING
MARTIN-BROWER STOCKTON DISTRIBUTION FACILITY
4704 Fite Court
Stockton, CA 95215
New Oil and Used Oil Tanks (003 and 004) - Integrity testing of these bulk petroleum oil
storage containers is not required at the Facility. These bulk storage containers are well
designed, shop-built, and less than or equal to 1,000 gallons in capacity.
Additionally, the containers are located indoors and elevated to reduce corrosion potential
and to allow all sides of the containers, including the bottoms,to be inspected.According to
industry standard STI-SP001, these tanks are considered Category 1 tanks. Per Table 5.5 of
the standard, these tanks are only subject to periodic visual inspections by the
owner/operator.
However, the Used Oil Tank is required by 22 CCR 66265.192 to be integrity tested every 5
years as part of the Hazardous Waste Tank System Integrity Assessment. The guidelines for
that testing are presented in the Assessment Report for that tank and generally consist of a
pneumatic test of the interstitial space for leaks.
Diesel Fuel Tanks (001 and 002) - The integrity testing schedule for these tanks is also
outlined in STI-SP001. These tanks are also considered Category 1 tanks. Due to their size
(10,000 gallons) these tanks shall be subject to periodic visual inspections by the
owner/operator, as well as formal external inspections by an STI certified inspector every
20 years.
All containers are inspected weekly for signs of deterioration, discharges, or accumulation
of oil inside diked areas and double-walled tank secondary containment shells.Weekly
inspections are documented.Additionally, annual inspections are conducted and the STI-
SP001 Annual Inspection Checklist is completed each year.
