6ftm .nG� <br /> EXECUTIVE SUMMARY <br /> This version of the Spill Prevention, Control and Countermeasure <br /> Plan(Plan) for the Martin-Brower Company,LLC facility located <br /> at 4704 Fite Court,Stockton, California is a Review and <br /> Evaluation, and Certification of Technical Amendments. The Plan <br /> history is provided on page (x). To simplify the review of this <br /> Plan, additions,modifications,and corrections have been <br /> highlighted in yellow. For the Appendices, <br /> bronq�indicates a contact name change only. <br /> All engineering design(e.g.,for seismic and inundation/ <br /> dislodgement anchors for tanks)was performed by others,and <br /> was not reviewed by McElligott Consulting (McElligott). The <br /> responsibility for the accuracy of any engineering work performed <br /> in the installation of any equipment or structures described in this <br /> document rests solely with the licensed professionals who <br /> performed the work. <br /> The technical amendments have been made in accordance with <br /> the requirements of the SPCC Guidance for Regional Inspectors, <br /> August 2013,and the SPCC rule at 40 CFR part 112. Unless <br /> modified or corrected by McElligott to address equipment <br /> installed since the last Plan,all language in this Plan Update is <br /> quoted from the previous documents. Technical amendments <br /> include,but are not limited to, a material change in facility design, <br /> construction, operations or maintenance that alters the potential <br /> for an oil spill. <br /> The following technical amendments in the Plan are as follows: <br /> • Three new diesel-fueled backup generators with integral <br /> diesel fuel storage <br /> • Inclusion of oil-filled equipment into the oil inventory and <br /> response actions,including the required Written <br /> Commitment of Manpower, Equipment,and Materials <br /> • One new double-walled (lubrication) oil storage tank <br /> (replacing two single wall tanks) <br /> • Additional response equipment (active controls) for <br /> stormwater catch basins near the tank farm and the <br /> oil/water separator pump-out location. <br /> • Updated secondary containment capacity calculations. <br /> ■ <br />
