Training Program Outline <br /> Facility employees involved in the operation and/or maintenance of oil storage <br /> containers or equipment that uses or stores diesel, motor oil, hydraulic oil, and <br /> any other lubricant or used/waste oil and facility emergency response personnel <br /> must be trained on: <br /> 1. The operation and maintenance of equipment to prevent discharges of oil; <br /> 2. Facility discharge procedure protocols; <br /> 3. Applicable pollution control laws, rules, and regulations; <br /> 4. General facility operations; <br /> 5. The contents of the facility SPCC Plan; and <br /> 6. Known discharges or failures, malfunctioning components and any recently <br /> developed precautionary measures. <br /> Training must be provided annually and include a complete review of the facility <br /> SPCC Plan. Specific sections that shall be discussed include: <br /> • Possible Sources of Oil Discharges; <br /> • Containment Structures and Equipment; <br /> • Emergency Spill Equipment; <br /> • Spill Prevention Measures; <br /> • Spill Response and Cleanup; and <br /> • Reporting a Spill (internal and agency notifications). <br /> This training will ensure that facility personnel have an understanding of the <br /> SPCC Plan and its elements, and will highlight and describe: <br /> • Any recent spill events or equipment failures; <br /> • Malfunctioning components; and <br /> • Recently developed precautionary measures. <br /> Documentation <br /> All training program attendees must sign the "Employee Attendance Record." <br /> The employee attendance record must include at a minimum: <br /> • The year and title of the training subject (e.g., 2002 SPCC Plan Training). <br /> • The date training was conducted and where (e.g., conducted at Martin- <br /> Brower's Stockton Distribution Facility on December 10, 2010). <br />
