5/24/1999
Kasey Foley of EHD and I went to site to collect sample of the white powdery
substance. Mr. Becerra gave us permission to collect samples. Two sets of split samples
were taken, one from underneath the raised platform and another from the secondary
containment of the sodium hydroxide tank. See photo. One set of samples was given to
Mr. Becerra with a chain of custody.
5/25/1999
Vedal Pedraza of EHD and I went to site to look into the report of acetic acid
spilled into storm drain. According to Mr. Becerra, the vinegar tank leaked, once the
liquid in the secondary containment reached a certain level, the pump would turn on
automatically and pumped it onto the drain outside the secondary containment area; the
drain drained to the city sewer.
I returned to site to review the manifests, disposal receipts, training records and
contingency plan and to give Mr. Becerra an inspection report of the hazardous waste
generator inspection.
