Uh <br /> this,all of these tank closure, tank site closures seem to be a mixture of science:and emotion urn, <br /> in my opinion this one has swung a little bit farther towards the emotional side and farther away <br /> from the science side, but both are irivolved. As some baekgroand,the staff of the division of <br /> clean water programs reviewed the site,developed a staff report early this year that <br /> recommended that the site was ready for closure. Y circulated that to the Regional Board and the i <br /> County who is the lead agency on the particular site,both the County of San Joaquin and the <br /> Regional Board reacted saying they didn't feel the site was adequately characterized and was not <br /> ready for closure. We had some further discussion back and forth with the County and the <br /> Regional Board and while I still feel that the site WU rea€ly for closure in difference to the <br /> concerns expressed by the Regional Board and the County I recommended that the site,that the <br /> Boa7d not close the site at this time,but that we differ closure for another year and during that <br /> time we continue to monitor the site to see if the levels of constituents continue to decrease. Uh, <br /> there was a concern raised b=use the County wanted to do a substantial amount of further <br /> munitoring by drilling sleeper wells which would have both been expensive as well as both have <br /> the potential of opening conduits or any pollutants to move deeper down into the area. The <br /> particular area of the City of Stockton has ground water that is of somewhat marginal <br /> characteristics which is high in nitrates and high in salts and is presently.not being used as a j <br /> water supply, of course is not completely unusable with some potentially.treatrrmt.
