Since
the water samples from this well were non-detect for contaminants of concern prior to the
obstruction and there are surrounding Zone B monitoring wells, the EHD concurs with the
Report recommendation that the well doesn't have to be replaced. Since the well can no longer
function as originally designed, it is to be destroyed as recommended in the Report. Submit a
work plan for destruction of the well, an EHD well permit application and $89 permit fee to the
EHD by June 16, 2008.
As previously noted in EHD letters dated March 21, 2007 and March 26, 2008, to Chevron the
ozone sparge system previously operated at the site was to be evaluated and that following the
assessment, the existing system was to be modified or another method of remediation was to
be proposed. If it cannot be demonstrated that the contaminant concentrations at this site will
meet water quality objectives in a reasonable time (estimated to be about 10 years) then active
remediation must be performed to expedite the site clean up so it will be completed within that
reasonable time frame. In the March 26, 2008 letter EHD required a response to the EHD
letters dated March 21, 2007 and July 3, 2006, be submitted by May 27, 2008.
If you have any questions contact me at (209) 468-3449.
Margaret agorio, REHS
Program Coordinator Unit IV
c: Jim Barton, CVRWQCB
Ms. Helen McCrary, c/o Bank of Stockton, PO Box 1110, Stockton, CA, 95201
David Evans, ARCADIS, 10470 Old Placerville Rd Ste 110, Sacramento, CA, 95827
