Weber Ave., Third Floor <br /> PERMIT/SERVICES <br /> Stockton, CA 95201-0388 <br /> Subject: Former UNOCAL Gas Station No. 2859, 1665 Pacific Ave., Stockton <br /> California <br /> Dear Ms. Heran: <br /> Thank you for your letter dated June 26, 1998, in which you reviewed the <br /> "Vertical Fuel Hydrocarbon Plume Delineation Hydropunch <br /> Investigation/Piezometer Installation" work plan dated May 26, 1998, prepared <br /> and submitted by ARCADIS Geraghty and Miller, Inc. (ARCADIS Geraghty and <br /> Miller) on behalf of UNOCAL for the above-referenced site. <br /> UNOCAL has expressed interest in working cooperatively with the San <br /> Joaquin County Public Health Services (SJCPHS) in order to arrive ata work plan <br /> to complete the soil and water investigation phase of its response at this site in <br /> accordance with the current. state of knowledge of groundwater hydrology <br /> regarding contaminant fate, transport, and remediation. This letter responds to <br /> your specific comments in the above-cited letter of June 26, 1998, accepts and <br /> incorporates most of the SJCPHS comments, and requests SJCPHS concurrence <br /> with the original work plan as amended by this letter. Upon receipt of your written <br /> concurrence, UNOCAL will begin work at the site according to the schedule <br /> described in the work plan. <br /> In order to further progress at the site, ARCADIS Cicragl-i.y'and Miller <br /> requests that the May 26, 1.998 work plan be modified to separate two issues: 1) <br /> collecting data which SJCPHS and UNOCAL agree are sufficient to complete the <br /> soil and water investigation and, 2) the preparation of a Corrective Action Plan <br /> (CAIP). Specifically, it is requested that SJCPHS concur with this request to <br /> withdraw preparation of a CAP as part of the work scope proposed under the <br /> submitted work plan. Once the SJCPHS and iNOCAL agree that the extent of <br /> the release has been adequately characterized by investigation, data evaluation, and <br /> reporting, the parties can discuss the preparation of CAP. <br />
