INTRODUCTION <br /> In March, 1998, ARCADIS Geraghty & Miller, Inc (ARCADIS Geraghty & Mller) <br /> ' was contracted by UNOCAL of California (UNOCAL) to provide a technical review of <br /> relevant data collected in connection with environmental investigations performed at the site of <br />� ' I <br /> the former UNOCAL gasoline service station number 2859, located at 1665 Pactfic Avenue, <br /> Stockton, California (the "Site"), and to attend a meeting with San Joaquin County Public <br /> Health Service (SJCPHS) The meeting, held on April 28, 1998 at the SJCPHS office in <br /> Stockton, was called to determine whether consensus could be achieved between UNOCAL <br /> ' and SJCPHS as to whether enough site data and information had been collected to provide the <br /> basis for closure of the Site In addition to representatives of SJCPHS, UNOCAL, and <br /> ' ARCADIS Geraghty & Miller, a representative of the California Regional Water Quality <br /> Control Board, Central Valley (RWQCB-CV) was also present It was UNOCAL's opinion <br /> ' that enough Site information and data had been collected to support Site closure and no <br /> further action SJCPHS indicated that it was their position that the vertical and lateral extent of <br /> soil and groundwater impacts at the Site had not been delineated and UNOCAL should <br /> ' conduct an environmental investigation to accomplish the impact delineation SJCPHS <br /> indicated that the delineation of the impacts would require characterization of soil impacts <br /> ' above and below groundwater out to the area where the petroleum hydrocarbon impacts were <br /> nondetect <br /> 1 <br /> On behalf of UNOCAL, ARCADIS Geraghty& Miller conducted a limited subsurface <br /> ' investigation at the Site based on a work plan submitted to the SJCPHS dated May 26, 1998 <br /> The May 26, 1998 work plan was prepared in response to a request by the SJCPHS, as <br /> ' described above, to vertically delineate the dissolved-phase petroleum hydrocarbon plume at <br /> the Site <br /> 1 <br /> After review of the May 26, 1998 work plan, the SJCPHS responded in writing <br /> ' commenting on and requesting modifications to the work plan which included SJCPHS <br /> commented that they did not agree that the proposed investigation would complete the Site <br /> 1 <br />
