`.w <br /> 2402 Pacific Avenue <br /> Page 2 <br /> October 1997 <br /> It was interesting to note that in evaluating the results of the biological testing that was performed on the sample collected <br /> at 25 feet bgs during the installation of VW2, it was suggested that there may be a degree of biotoxicity that may be <br /> exerting an influence locally,as evidenced by the absence of viable heterotrophic microbes which should have been present <br /> given the physiochemical conditions characterized at the site. <br /> PHS/EHD understands the necessity to move forward with the evaluation of remedial alternatives and concurs that active <br /> remediation of the site will be necessary. However,additional investigation will be required so that the full extent of <br /> contamination may be addressed cost effectively within the scope of the corrective action plan. <br /> The drilling permit 912780 issued on June 13, 1997 to Mitchell Drilling is still valid, if this is the contractor which will <br /> perform the proposed on site field activities. 1f not,please submit a permit application and$89 fee for an another on site <br /> drilling permit. <br /> Also,please proceed with efforts to obtain pre-approval from the State Water Resources Control Board Clean-up Fund <br /> Unit, for the proposed field work to ensure that the costs will be reimbursable. <br /> Once again,PHS/EHD requests that you consider completing the required investigation,as much as possible, during this <br /> next phase of field work. PHS/EHD is aware that it generally takes a considerable amount of time to secure all of the <br /> necessary off site access agreements,therefore,the field work for on site work should be scheduled as soon as possible so <br /> that the corrective action plan can be prepared. Any additional offsite work,besides the installation of a monitoring well <br /> to the south of the site,can be scheduled at another time and may be incorporated into the corrective action plan as <br /> addendum. Once the proposed field work is completed,please contact PHS/EHD to discuss the selection of soil samples <br /> which will undergo analysis <br /> The results from the sampling of the stockpiled soil indicated that the soil was contaminated with 3.8 ppm total petroleum <br /> hydrocarbons as diesel;however,no gasoline or volatile gasoline contaminants were detected. PHS/EHD concurs with the <br /> recommendation to spread the stockpiled soil over the site which is not paved.
