D., M.P.H., Acting Health Officer <br /> 304 East Weber Avenue, Third Floor • Stockton, CA 95202 <br /> 209/468-3420 _ <br /> DAVID ATWATER APF G 4 1997 <br /> VAN DE POL ENTERPRISES <br /> P O BOX 1 107 <br /> STOCKTON CA 95201 <br /> Re: California Fuels Station Site Code: 1214 <br /> 2402 Pacific Avenue <br /> Stockton CA 95204 <br /> San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has-completed review <br /> of the 'Work Plan Addendum" dated March 21, 1997 and prepared by Advanced GeoEnvironmental. <br /> PHS/EHD has the following comments for your consideration and response. <br /> The work pian addendum proposed eight additional soil borings, seven of which would be advanced, <br /> using a hollow stem auger drill rig and one of which would be advanced using a Geoprobe, to depths of <br /> 50 feet below ground surface (bgs). Soil samples would be collected during drilling to determine the <br /> vertical and horizontal extent of the soil contamination. The proposed scope includes the installation of <br /> five monitoring wells located off site and two vapor extraction wells and one air sparge well located on <br /> site. The purpose of the investigation is to further assess the extent of soil and groundwater <br /> contamination and to begin evaluation of remediation alternatives. <br /> PHS/EHD concurs with the scope of work proposed with the following exceptions: <br /> 1. The air sparge well cannot be installed using a Geoprobe because it would not allow the <br /> grouting of a two inch annular space-, therefore, please indicate on the drilling permit <br /> application which will be submitted that the air sparge well will be installed using a hollow <br /> stem auger drill rig with a two inch diameter well casing. <br /> 2. The construction of the dual-completed vapor extraction well with proposed screened <br /> intervals between 10 to 25 feet bgs and 25 to 40 bgs must include an acceptable barrier <br /> between the screened intervals so that the wells are not short-circuited by the surrounding <br /> filter pack. Please indicate this change on the drilling permit application. <br /> 3. Additional groundwater monitoring wells may be necessary to define the extent of <br /> groundwater contamination_ PHS/EHD will require an additional assessment work plan based .. <br /> on the results obtained from this phase of the assessment. <br /> Please proceed with securing the necessary access agreements, encroachment and revocable permits <br /> which will be submitted with the PHS/EHD drilling permit applications, along with the 589 permit <br /> fee/application. Once PHS/EHD permits have been issued, you may proceed with scheduling the proposed <br /> field work.
