ti, r
2402 Pacific Avenue
Page 2
Also, PHSIEHD requests that EPA method 8260 (GC-MS) be used to confirm the FID results.
You may already be aware that the State Water Resources Control Board is working with the
Lawrence Livermore National Laboratory on the MTBE groundwater contamination problem
and has issued some guidance regarding laboratory methodologies. I have enclosed a copy
for your information.
The report indicated that additional soil investigation was warranted to the north of the site
and groundwater investigation to the north, south and west of the site, using direct push
technology. PHSIEHD concurs that additional soil and groundwater investigation is required;
however, the scope of this second phase of investigation should be greatly expanded, so that
the soil and groundwater plume can be tentatively defined, pending the installation of
permanent monitoring points.
The laboratory noted that numerous sample results were observed within the "diesel" range
but were more representative of gasoline. These types of notations should be included on
the summary tables of results. Also, quality control data sheets must be included with all
laboratory reports. Please submit quality control data for the samples which have already
been analyzed.
Contaminated stockpiled soil and drummed water are currently stored in an open area
instead of in a fenced area. Disposal of contaminated soil and groundwater should be
scheduled immediately. Please submit a brief disposal plan indicating how you propose to
manage wastes generated at the site.
The work plan for the additional soil and groundwater investigation should be submitted by
November 27, 1996.
Please note that PHSIEHD must be contacted at least two working days prior to initiating any
field activities. If you have any questions or comments, please do not hesitate to contact me
at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Margaret agorio, REHS
Site Mitigation Unit Supervisor
MM12402PAC
Enclosure
cc: Elizabeth Thayer, CVRWQCB
SWRCB Cleanup Fund Unit
Tim Cuellar, Advanced GeoEnviron mental
