A
release of petroleum hydrocarbons has been evidenced during the operation of these tanks. PHSIEHD
has also reviewed a bid from Jim Thorpe Oil to over-excavate a limited volume of contaminated soil,
should it be warranted, at the time of tank removal. PHSIEHD has prepared the following comments.
for your consideration.
As an interim action, limited over-excavation, is an effective remedial alternative. PHSIEHD approves
of the over-excavation and the off site disposal of a maximum of 200 cubic yards of contaminated soil.
In lieu of the collection of six soil samples at the time of tank removal, soil samples must be collected
at 20 foot intervals from the sidewalls and bottom following the over-excavation attempt.
The residual soil contamination, if any, will be evaluated to determine if groundwater quality may be
impacted in the future. Therefore, it may not be necessary to implement the "Site Contamination Work
Plan" dated October 18, 1995 and prepared by Advanced GeoEnvironmental which proposed five soil
borings, including three monitoring wells.
Please notify me at least two working days, prior to initiating the tank removal process, so that I can
make myself available to provide regulatory oversight during any over-excavation activities. If you
have any questions or comments, please do not hesitate to contact me at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Mary Meays, Senior REHS Margaret Lagorio, REHS
Site Mitigation Unit Lead Senior
MM12402PAC
cc: Elizabeth Thayer, CVRWQCB
George Lockwood, SWRCS Cleanup Fund Unit
Rich Thorpe, Jim Thorpe Oil
A Division of San Joaquin County Health Care Services
