The danger of causing shock type earth disturbance can and may have many dangerous <br /> and foreseeable side effects and therefore should not be permitted in a commercial and heavy residential <br /> neighborhood. Add to this,the fact that the area is of much older construction and you can imagine many <br /> possible issues: ` <br /> *Gas line issues of ANY KIND.....think about PG &E's recent experiences here. Proper post explosive <br /> procedure would dictate.monitoring and follow up over the area for days and weeks as the effects may <br /> not be apparent for quite a while by PG&E, Fire Department, City Utility Department, etc. *Follow up <br /> will be the responsibility of the regulating and requiring agency, not the "RP." <br /> *Water leaks (fast or slow)from fractured piping thereby causing induced erosion holes,foundation <br /> destabilization,etc. Follow up and monitoring required. There is plenty of corroded piping in the area. <br /> *Effects on electrical systems (especially very old ones)already under stress. <br /> *EHD wants their full field staff to be therefor"training" purposes? Are you kidding me? I would not <br /> allow anymore human exposure than absolutely required for safety. It does not make sense. Even for a <br /> "little" explosion whatever that is. <br /> As our Geotechnical Professionals could not dissuade you from requiring this"exercise," I am putting you,the <br /> Environmental Health Department,and the County of San Joaquin, on notice, as the "RP" to just some of the <br /> risks I can perceive, as a complete non-professional, and the possible liabilities your Agency is herewith <br /> assuming. <br /> I would appreciate your very thoughtful, but absolutely immediate consideration of the risks involved. <br /> Very Sincerely, <br /> David Atwater <br /> Van De Pol Enterprises, Inc. <br /> 11/30/2012 <br />
