Further, as such, the county will take the liability for problems that arise from, or related to your
requirements.
There have been so many BIG natural gas related incidents reported in the media lately, large
dangerous and disastrous occurrences that I do not want liability for. Can you understand that?
I will assume that the County, local Fire and PG & E have protocols for local area inspections and follow
up to see that there are no unusual events related to any of my concerns?
Thank you,
From: Adrienne Ellsaesser [EH] [mailto:AEllsaesser@sjcehd.com]
Sent: Monday, November 26, 2012 8:45 AM
To: David Atwater; David 5chwedler
Cc: George V. In order for our Department to close this site and issue you a No
Further Action Required, all monitoring wells must be properly destroyed. The material used for these
wells makes it problematic for destruction. The San Joaquin County Standards require:
1. If the well construction is unknown and/or is located in an area of known or suspected
pollution or contamination, the well shall be destroyed by removing all material within the
original borehole (including the well casing, screen, filter pack, and annular seal); and the
created hole filled completely with appropriate sealing material.
The first time a CMT wells was destroyed in this county it was by over drilling. The material stretched
and tangled around the drill bit, until the drill bit pushed the CMT against the borehole and drilled on
past it . It could not be cut by the drill bit. Only the first 20 feet could be removed. We cannot allow a
CMT well to be destroyed by this method alone, as we know over drilling will not remove the well casing
and properly destroy the well.
Please discuss this issue with your consultant to determine and propose to our Department a
11/26/2012
