Garrett Backus [EH]
From: Gar ett Backus [EH]
Sent: Friday, July 09, 2010 9:58 AM
To: 'TAYLOR, ANDREW M (ATTSI)'
Cc: 'Cot nie Mitchell'
Subject: RE: Brake Shaving
Andrew,
This email is in response to the AT&T document received April 5, 2010 regarding the 2300 E
Eight Mile Road hazardous waste generator inspection on February 26, 2010.
The facility has a scrar metal bin which is filled with various pieces of metal to be
recycled. During the inspection I asked for receipts showing that the metal was sent to a
recycler. I have not r ceived these receipts. Title 22 California Code of Regulations
(CCR) 66261. 6(a) (3) (B) Etates that RCRA hazardous waste are not subject to the hazardous
waste regulations if thE scrap metal is recycled. I requested the recycling receipts to
prove that the scrap metal is being recycled.
I reviewed the analytical results for the brake rotor metal shavings. A fraction of the
metal shavings are less than 100 microns in size. The results show that the metal
shavings less than 100 nicrons in size contain 7.8 mg/liter chromium which exceeds the
limit of 5 mg/liter (ST C) chromium listed in the Characteristic of Toxicity, Title 22 CCR
66261.24.
Therefore, I request that AT&T send copies of metal recycling receipts to me for scrap
metal larger than 100 microns. I also request that AT&T explain how metal waste smaller
that 100 microns will bE handled since the analytical results show that the metal shavings
are hazardous waste.
Garrett Backus
Senior Registered Envir nmental Health Specialist San Joaquin County Environmental Health
Department 600 E Main Street, Stockton CA 95202-3029
telephone: (209) 468-2986
fax: (209) 468-3433
email: gbackus@sjcehd.c m
-----Original Message-- --
From: TAYLOR, ANDREW M (ATTSI) [mailto:at2397@att.com]
Sent: Tuesday, May 04, 2010 9:44 AM
To: Garrett Backus [EH]
Subject: Brake Shaving
Dear Mr. Backus,
I'm following up on the letter submitted by Jim Stehr in response to the inspection
findings concerning brake shavings from the AT&T facility on Eight Mile Road in Stockton.
Based upon analytical submission AT&T would like to confirm that indeed the response was
adequate and that the issue has been closed and the finding retracted by your
organization.
Sincerely,
Andrew M.
