0 <br /> WORKPLAN <br /> PRELIMINARY SITE ASSESSMENT <br /> CALIFORNIA FUELS CARDLOCK STATION <br /> 2402 PACIFIC AVENUE, STOCKTON, CA <br /> 1.0 INTRODUCTION <br /> Outlined below is a workplan to conduct a Preliminary Site Assessment (PSA) at <br /> the California Fuels Cardlock Station located at 2402 Pacific Avenue, in Stockton, <br /> California The workplan was prepared for California Fuels by Michael S Bonkowski <br /> Consulting Engineering Geologists in response to San Joaquin County's Public Health <br /> Scr%ices 22 June 1992 request to c%aluatc subsurface hydrocarbon contamination at <br /> the site The workplan follows <br /> • State of California "Leaking Underground Fuel Tank Manual" (LUFT) dated <br /> October 1989, <br /> •"Tri-Regional Board Staff Recommendations for Preliminary Evaluation and <br /> Ing cstigation of Underground Tank Sites" dated 10 August 1990, <br /> • Draft Appendix A of the "Tri-Regional Board Staff Recommendations for <br /> Preliminary E�aluation and Ini cstigation of Underground Tank Sites" dated <br /> 15 'tor ember 1990, and <br /> • California Chapter 18 Cleanup Fund Regulations, and Chapter 16 <br /> Underground Storage Tank Regulations <br /> 1.1 Location and Site Description <br /> California Fucls cardlock station is located at 2402 Pacific Avenue, at the north <br /> cast corner of Pacific A%cnuc and Castle Street, in the city of Stockton, California Its <br /> location is shown in Figure 1-1 A Plan Map of the site is shown in Figure 1-2 The <br /> cardlock station is situated adjacent to and south of a stationery store parking lot, <br /> w cst of an allcy, north of Castle Street, and west of Pacific Avenue The station has <br /> three underground storage tanks, a dispensing island, and a storage building The <br /> tanks are single-walled steel, and each hay c a capacity of 10,000 gallons They arc <br /> used to store regular leaded gasoline, unleaded gasoline, and diesel fuel for motor <br /> �chicic retail sales The tanks are bclicred to be at least 15 years old The western <br /> most tank appears newer than the others as concrete repairs show the addition of <br /> this tank after initial construction of the site It appears that the pressurized fuel and <br /> possibly ,apor lines hale been replaced since the installation of this tank Material <br /> Safety and Data Sheets for the contents stored in the tanks are included in Appendix <br /> A <br /> 1.2 Background and Site History <br /> A seri ice station has been located at the corner of Pacific Arenue and Castle <br />' Street for many years The first serN ice station was build and operated by Unocal <br /> oN er 20 years ago A "Fill 'Em Fast" station replaced Unocal This station operated a <br /> few years in the 1970's The property was abandoned and then reopened by Sharbob, <br /> which sold the impro%cments to California Fuels California Fuels has operated the <br /> site as a retail station of motor r ehicle Pules since May 1983 The owner of the <br /> 1 <br />
