• • <br /> Advanced <br /> Ge®Envi r®nmental, Inc. <br /> 03 November 2003 <br /> AGE-NC Project No 95-0173 <br /> llbv S zdo3 <br /> Mr Jeff Wong <br /> San Toaquin County Environmental Health Department <br /> 304 East Weber Avenue, Third Floor <br /> Stockton, CA 95202 <br /> Subject: Proposed Modifications to Soil Vapor Extraction System <br /> California Fuels Cardlock Station <br /> 2402 Pacific Avenue, Stockton, California <br /> Dear Mr Wong <br /> At the request of Mr David Atwater of Van De Pol Enterprises Inc ,Advanced GeoEnvironmental <br /> Inc (AGE) has prepared the following discussion of proposed modifications associated with the <br /> operation of a soil vapor extraction (SVE) system at the above-referenced site Upon San Joaquin <br /> County Environmental Health Department(SJCEHD)approval of the SVE modifications,AGE will <br /> implement the modifications The location of the site is illustrated in Figure 1, a plan of the site is <br /> illustrated in Figure 2 <br /> In accordance with the SJCEHD-approved Corrective Action Plan (CAP), dated 05 May 1998, an <br /> electric catalytic oxidizer SVE unit (Solleco ECAT 250) has been in operation at the site since 11 <br /> April 2000 (Table 1) Furthermore, between 11 April 2000 and June 2003, AGE has calculated the <br /> total volume of hydrocarbons extracted from the catalytic oxidizer SVE unit at 1,607 gallons, or <br /> approximately 1,056 pounds (Quarterly Report - Second Quarter 2003, dated 31 October 2003) <br /> A general trend of decreasing influent hydrocarbon SVE concentrations was observed at the site <br /> between November 2002 and August 2003, influent hydrocarbon concentrations ranged from 3,400 <br /> micrograms per liter (µg/1) in November 2002 decreasing to approximately 200 µg/1 (Table 2) in <br /> June,July and August 2003 Based on the manufacturer's guidelines and AGE's past experience, a <br /> catalytic oxidizer SVE unit is usually most efficient when operational at hydrocarbon vapor <br /> concentrations between 1,000 µg/l and 10,000 µg/1 <br /> Furthermore, between November 2002 and August 2003 (10 months of operation), the cost of <br /> electricity (PG&E) to operate the catalytic oxidizer SVE unit at the site totaled approximately <br /> $19,000 00,or approximately$1,900 00 per month The elevated PG&E cost can be attributed to the <br /> decreasing SVE vapor concentrations and a reduced efficiency of the catalytic oxidizer SVE system <br /> over this 10 months of operation <br /> 837 Shaw Road,Stockton, California 95215 <br /> Telephone(209) 467-1006 FAX(209)467-1118 <br />
