SECTION 1 <br /> INTRODUCTION <br /> This Health and Safety Plan (HSP) has been developed by ERM-West, Inc., <br /> (ERM) to establish the health and safety procedures required to minimize <br /> potential hazards to personnel who will be involved in the ground water <br /> and soil remediation activities planned for the Union Pacific Railroad (UP) <br /> Tracy Yard, 780 East 6th Street, Tracy, California (Figure 1-1). The <br /> provisions of this HSP directly apply to ERM personnel and contractors <br /> who will be potentially exposed to safety and/or health hazards related to <br /> the project. Contractors may abide by their own HSP if the requirements <br /> contained therein are as stringent as those contained in this HSP. This <br /> HSP does not directly apply to client personnel, although ERM will advise <br /> the client on the safety and health aspects of the work based upon the <br /> guidelines specified in this HSP. <br /> The procedures in this HSP have been developed based upon current <br /> knowledge regarding the specific chemical and physical hazards that are <br /> known or anticipated for the operations to be conducted at the facility. <br /> This HSP has been written to comply with the requirements of ERM <br /> health and safety policies, the Regional Water Quality Control Board <br /> Central Valley Region, (RWQCB), and requirements of the California <br /> Department of Toxics Substances Control (DTSC). It is ERM's policy that <br /> activities covered by this HSP must be conducted in complete compliance <br /> with this HSP and with all applicable federal, state, and local health and <br /> safety regulations, including the California Occupational Health and <br /> Safety Administration (Cal/OSHA) Title 8 California Code of Regulations <br /> (CCR) 5192, and the Fed/OSHA Construction Industry Standards in 29 <br /> Code of Federal Regulations (CFR) 1926. On-site personnel who cannot, <br /> or will not, comply with these requirements will be excluded from project <br /> activities. Prior to the commencement of field activities, all ERM and <br /> subcontractor personnel covered by this HSP must review this document <br /> and return the sign-off form to the Project Manager. <br /> 1-1 <br />
