PUBLIC HtALTH SERVICESFIL
Qu Py
SAN JOAQUIN COUNTY z:
ENVIRONMENTAL HEALTH DIVISION {
Karen Furst, M.D., M.P.H., Health Officer
304 East Weber Avenue, Third Floor • Stockton, CA 95202
209/468-3420
ARTHUR L WYATT JR MAR 2 3 2001
6265 CROOKED STICK
STOCKTON CA 95219
RE: FORMER ARCO AM/FM SITE CODE: 1216
4511 PACIFIC AVENUE
STOCKTON CA
As a measure to control the migration of the MTBE and petroleum hydrocarbon
contamination plume in groundwater at the site, a groundwater extraction remediation
system was proposed in Work Plan Addend=forDissoudMTBE PimmDelirmtzonand Ink-nr n
Gn*oxl Water Rw diation dated October 26, 2000 prepared by Advanced GeoEnvironmental,
Inc. (AGE). The work plan was subsequently approved by San Joaquin County Public
Health Services,Environmental Health Division (PIS-EHD) on October 26, 2000 with the
condition that a full pump test must be performed to estimate hydraulic conductivity,
transmissivity,storativity, and ground water velocity.
In a conversation with AGE at the site during the installation of Extraction Well# 1 on
March 20,2001,PHS/EHD verified that the pumping test has not yet been performed to
date. PHS/EF D requires a full constant rate, ground water pumping test of at least 12
hours minimum in duration, and the submission of the results of the pumping test including
the estimated radius of influence, before installing the groundwater system-
The pumping test has been tentatively scheduled by AGE for March 27,2001. Given the
high concentration of contaminants in groundwater, the soluble nature of the MTBE, and
the presence of the highly porous sand strata where the contaminants are found,it is
absolutely essential that measures to control the migration of the plume be implemented as
soon as possible. The pumping test should not be delayed, please ensure it is performed on
the above scheduled date.
If you have any questions, please feel free to contact Jeffrey Wong at (209) 468-0335.
Donna Heran,REFIS,Director
Environmental Health Division
effre : Sr. RENS Margaret gorio,SupervtsJfng RENS
y g
LOP/Site Mitigation Unit IV Site Mitigation Unit
c: RWQC B, Central Valley Region-Marty Hartzell
c: Advanced GeoEnvironmental,Inc.- Tim Cuellar
A Division of San Joaquin County Health Care Services
