Box'2009 <br /> Stockton,.CA 95201 <br /> Dear Ron: , <br /> After speaking with you yesterday, I telephoned Mr. Mel Jacobo at the State UST <br /> Fund to ask for a copy of his letter to Arthur Wyatt regarding the successful bidder on the <br /> ARCO Mini Mart site in Stockton. We discussed the outcome as it pertains to the <br /> possibility of non-competitive bidding. <br /> Upgradient bid $9,375 for the job, which was bare bones and left us little profit, <br /> but I felt it was necessary to come in very low because of Advanced's previous bidding <br /> performance. Our bid was right at or just below the low bid of$9,400 reported in his <br /> letter. So my question is, do you still feel that there was no impropriety in the way the <br /> bids were requested and/or reviewed? Do you care to estimate the odds that Advanced <br /> GeoEnvironmental would have bid $9,400 without any knowledge of Upgradient's bid? <br /> I eagerly await your response. <br /> Sinerely, <br /> Victor B.
