Sox 2009 • (1601 fast Hazelton Avenue) • Stockton,tonia r90
1 \ 6F
(209)468-3400
ARTHUR L WYATT, JR
6290 CHESAPEAKE CR SEP 1
STOCKTON CA 95209
RE: ARCO MINI MART
4511 PACIFIC AVENUE; STOCKTON SITE CODE: 1216
On Thursday, September 9, 1993, Diane Hinson, a San Joaquin County Public Health
Services, Environmental Health Division (PHS/EHD) member of the Site Mitigation
Program, met with you, Victor Cherven, Geological Audit Services, Inc. (GASI) , and
Daljit Gill, operator of the station, to discuss the appropriate remedial actions
for the restoration of the soil and groundwater. This letter will serve as a
summation of that meeting and additionally will serve as a directive for
continued site mitigation.
Mr. Cherven provided an overview of the three monitoring well sampling events +
which have occurred with August being the most recent sampling event. The data
evaluated to date indicates that the soil contamination may extend ibeyond borings f
#1, #2, and #4. The groundwater petroleum hydrocarbon plume appears to be
defined to the north (McDonald's boundary) and possibly to the south (Rosemarie
Lane boundary) .
Three areas of concern were identified for the meeting discussion: tank
replacement; soil remediation; and further groundwater contamination delineation.
Tank Re lacement and Soil Remediation
Consensus during the meeting placed tank replacement as a high priority. Removal
of the existing tanks will accomplish the upgrading of the tank system to ensure
the discontinuation of a "point source" contributor, and secondly; will conclude
whether the tank pit must undergo mitigative action (i.e. , . short term soil
removal and/or long term corrective action) .
PHS/EHD will determine during the tank removal whether corrective action will be
necessary prior to the installation of new dual-walled underground storage tanks
(UST) . Should PHS/EHD issue a directive for corrective action following the BST
removal, GASI will prepare an addendum to the current workplan for the
installation of a soil remediation system prior to the installation of new dual-
walled OST system.
During the meeting, two remedial alternatives were briefly discussed: in-situ
bioremediation and bioventing. At the conclusion of preliminary field tests and
installation of the appropriate system, at least three proposals shall be
submitted detailing physical, chemical, and economical feasibility.
The PHS/BHD directive will expedite
system installation, however, the actual operation and mai tenancenofathensand
o 1
remediation system may need to undergo the bid process in order to comply with
the State funding requirements.
A Division or San Joaquin County Health fare Setv+ceb —
I
