PHS/EHD has a contract with the <br /> California State Water Resources Control Board to conduct an UST corrective action program. <br /> The three referenced sites listed below are in the PHS/EHD Local Oversight Program (LOP). <br /> 1. 853 E. Yosemite Avenue, Manteca LOP Site Code: 1369 <br /> 2. 4501 Pershing Avenue, Stockton LOP Site Code: 1233 <br /> 3. 4627 DaVinci Drive, Stockton LOP Site Code: 1074 <br /> PHS/EHD has completed review of the Second Quarter 2001 Monitoring and Sampling Reports <br /> prepared by IT Corporation for the three sites. <br /> The sites have existing monitoring wells and documented groundwater contamination. The <br /> vertical and lateral extent of gasoline and methyl tert butyl ether(MTBE)contamination in ground- <br /> water has not been defined at these sites. According to the California Code of Regulations, Title <br /> 23, Division 3, Chapter 16, Article 11, Section 2725, it is your responsibility to"assess the nature <br /> and vertical and lateral extent of the release and to determine a cost-effective method to cleanup" <br /> during the soil and groundwater investigation phase. IT Corporation has not defined the vertical <br /> and lateral extent of contamination, nor have they made any recommendations to do so. <br /> Additionally, they have not made any recommendations to implement corrective action. <br /> Please submit work plans for the three sites by September 10, 2001. The work plans must <br /> include a strategy to delineate the vertical and lateral extent of contamination in soil and <br /> groundwater as well as corrective action feasibility testing.
