(Stantec) on behalf of 7-Eleven, Inc., <br /> to document the destruction of groundwater monitoring wells associated with the environmental <br /> activities at the 7-Eleven Store #17334, located at 4501 North Pershing Avenue, in Stockton, <br /> California (Figures 1 and 2).This work was completed in accordance with Stantec's Work Plan for <br /> Well Destruction (Work Plan), dated January 16, 2014.This Work Plan was approved in a letter from <br /> the San Joaquin County Environmental Health Department (SJCEHD) dated February 27,2014; <br /> destructions did not commence at that time due to the requirement of a 60-day public <br /> participation period. The California Regional Water Quality Control Board (CRWQCB) Central <br /> Valley Region concurred with the.proposed case closure in a letter dated March 27, 2014. In a <br /> letter dated April 2, 2014, the SJCEHD requested that 7-Eleven proceed with the well destructions. <br /> Copies of regulatory correspondence are included in Attachment A. <br /> J <br /> Permitting/Utility Clearance <br /> Stantec obtained well destruction permits from the SJCEHD and an encroachment permit from <br /> the City of Stockton (Attachment B). Prior to conducting subsurface work at the site, Underground <br /> Service Alert was contacted to delineate subsurface utilities at the site with surface markings. In <br /> addition, a private utility locator service was used to delineate subsurface utilities near each well. <br /> The top five feet of all the wells (with the exception of MW-4) were cleared with an air knife and <br /> vacuum rig to ensure that no unknown underground utilities were present. <br /> Health and Safety <br /> Stantec modified our existing site-specific Health and Safety Plan for the scope of work as required <br /> by the Occupational Health and Safety Administration Standard "Hazardous Waste Operations <br /> and Emergency Response"guidelines (29 CFR 1910.120).The document was reviewed and signed <br /> by Stantec personnel and subcontractors prior to performing work at the site. <br /> Design with community in mind <br />
