We will over-drill since I have no idea how else to "prove" we removed the well entirely. I'm
sure over-drilling the five vapor monitoring points to ten feet will do it.As usual, we will back-fill with grout then
cover with native soil.
Please confirm you have everything you need from us to issue the well destruction permits. If so, we plan on
starting Tuesday, November 1S, 2011.
Thank you,
James
From: Mike Infurna [EH] [mailto:MInfurna@sjcehd.com]
Sent: Tuesday, November 08, 20118:37 AM
To: Eisert, James
Subject: RE: Tracy, CA - Maintenance Facility - Well Destructions
James,
Thanks for the reply.
Personally, I don't perceive a problem with a quarter inch tube. I'm a regulator
and I'm mandated to follow the regs. Ours says "remove the contents". Simple
interpretation.
So our FIRST plan is to go for that. One big reason EHD inspectors are onsite
for well destructions and grouts....our regs require it. IF changes/problems/site
conditions dictate that Plan A can not be successfully accomplished, then we
have the authority to move to Plan B. and so on as each plan may fail.
"HOW' you remove the contents is up to you. In my 23 years I've seen dozens
of attempts and dozens of failures. Drillers are inventive and accommodating.
Discuss this with them and they have methods that are simpler than drilling and
cheaper/less time consuming. I'm an `ends' kinda guy. You provide the
`means'. With the `contents' removed, I'm happy.
YOU came up with the (over) drill out. Not me. If drilling is your Plan A, I'm ok
with it. Typically, I see drilling as a Plan C or D....if you get my drift.
If you insist on "pulling", fine. Prove to me all the contents are removed. W/o
11/8/2011
