Mike Infurna [EH]
From: Mike Infurna [EH]
Sent: Tuesday, May 03, 2011 8:15 AM
To: 'Straten, Melissa'
Subject: RE: Well abandonment
Melissa,
yes, pressure grouting is available but there are conditions. Refer to our Ordinance and pay
particular attention to Section 13.17, with particular attention to sections 13.17.2, 13.17.12 and
really all of section 13.17 except for 13.17.6 (commonly referred to as 'overbore'). If you
pressure grout, you won't need over-bore details.
Most consultants and drillers 'think' pressure grout is easier, cheaper, and better for well
destructions, but after reading section 13. 17.12 actual work required to make this
MUSHROOM CAP, the 20-inch hole to 3 feet deep (for original 8 inch plus 12" installs and
22inch holes for 10" installs) has proven to be a problem with labor and time. Big thing to
pressure grout are, 1- well is to be clear, 2- ND for chemicals, and 3- known construction. Can't
comply with ALL three, can't pressure grout. if you want to pressure grout wells meeting
these standards, be prepared to apply liquid grout pressure (not air) at NLT 25 psi for at
least ten minutes. then make the mushroom cap. if grading, surface cuts, ag work is planned
in the area of a pressure grouted well, then deeper requirements (typically to 5' bgs) are
required.
wells NOT meeting pressure grout requirements may be drilled out or wire-lined. Wells to be
wire-lined must meet#1 and #3 above.
You should know that wells to be overbored/remove the contents do NOT require a mushroom
cap. just drill out the well to TD +1 foot with at least the same size auger as installed,
preferrably a larger auger but I can't enforce that.
Destruction permits are $366 per application PLUS $122 per well. I need a work plan
approved by your lead agency. Methods and materials are to be described in the plan. A
completed Master File Record (MFR) must accompany the applications.
All wells on UPRR right of way can be under one permit. Step onto City right of way or private
property, then each parcel, each City encroachment permit needs its own permit and its own
fee.
I've attached our webpage that has the forms you'll need, plus an 'information' sheet describing
what I said here. Click and print each.
http://www.sjgov.org/ehd/Programs/Environmental/Borings.htm
mike.
209.468.3454
66
5/6/2011 7K n0'/O
