If
you prefer, we can arrange a conference call to discuss comments and concerns.
In addition to the regular sampling, monitoring wells MW-01A, MW-01 B, MW-01 C, MW-02A,
and MW-02B should be sampled and analyzed for total chromium and lead in order to meet
the requirements for closure of the former treatment ponds under Cleanup and Abatement
Order No. 92-707. If the analytical results show these constituents are not present above the
cleanup goals or background concentrations in a single sampling event, these metals will not
become part of the Monitoring and Reporting Order.
In addition, please submit a Work Plan for the proper abandonment of the 61 extraction wells,
infiltration gallery wells, soil vapor extraction points, piezometers, and any other points that are
no longer used, by 11 April 2009. As open conduits to the subsurface, these wells represent
a liability to UPRR should they be vandalized or used for illegal dumping. If we do not receive
a work plan for their abandonment, we will incorporate them into the Order for annual
monitoring.
California Environmental Protection Agency
;:Recycled Paper
