Pershing Ave. <br /> Stockton, CA <br /> San Joaquin County Public Health Services, Environmental Health <br /> Division (PHS/EHD) , has reviewed the Quarterly Report dated <br /> September 3 , 1991, submitted by Alton Geoscience and has the <br /> following comments. <br /> Monitoring <br /> on a quarterly basis of all monitoring wells should <br /> continue at this time. <br /> In 1986, prompted by the gross loss of petroleum from the product <br /> lines at this station, three monitoring wells were drilled to <br /> assess the extent of contamination. During the drilling of those <br /> original monitoring wells, odors essre takerseryat ethat time were d by the dnot <br /> field personnel. The soil P <br /> analyzed. Unless shown otherwise, it must be assumed that the soil <br /> in the area of those three soil borings is contaminated. <br /> When the underground tanks were removed ii) August Of 19881 soil <br /> samples under the tanks and under the product lines also revealed <br /> contaminated soil. <br /> The soil contamination has impacted the groundwater beneath the <br /> site and, unless remediated, it will continue to do so. <br /> Therefore, a Corrective Action Plan (or Final Remedial Plan) is <br /> being requested of Chevron for this site. <br /> The corrective action plan should include a feasibility study to <br /> evaluate alternatives for remedying or mitigating the actual and/or <br /> potential adverse effects of the contamination. Three alternatives <br /> should be proposed, one of which can be no action. Discussion of <br /> the efficiency and cost-effectiveness of each alternative to <br /> restore or protect the groundwater beneath the site should be <br /> included.
