Spanos Construction Co.
1341 West Robinhood Ave, Suite A-I
Stockton, CA 9
Attention: Mr. Bill Blain
Re: Encroachment Permit for
Soil and Groundwater Sampling at
Pershing and Robinhood Offices
Gentlemen:
Dames & Moore has prepared this Encroachment Permit in order to obtain
Permission for soil and groundwater sampling at the A J Spanos property east of
the Chevron Service Station at the corner of Pershing and Robinhood Avenues,
Stockton, California.
Chevron (TSA has retained Dames & Moore to obtain soil and water samples from
their property at Pershing and Robinhood Avenues. San Joaquin County Health
Department and the State's Regional Water Quality Control Board have, in
addition, asked Dames & Moore to install a monitoring well approximately 100 feet
east of the Chevron property. Refer to the attached drawing for approximate
location. In compliance with these regulatory agencies' requests, we are seeking
A J Spanos Construction Company's permission to drill and obtain soil samples
and construct a monitoring well in the soil boring for water sampling.
These samples would be obtained at a location approximately 100 feet east of
the common property line separating Chevron and A J Spanos's properties. The
sampling location will be as authorized by A J Spanos's representative so as to
minimize any interruption in the normal traffic pattern or interference with
parking.
The work will consist of drilling an exploratory soil boring by a truck-
mounted drill rig. The 6-inch diameter boring will extend to the groundwater,
which is at a depth of approximately 30 feet. Soil samples will be obtained
during the drilling process and the exploratory boring will be constructed as a
monito.ing well. The well construction will consist of installing four-inch
diameter PVC pipe and a pre-cast concrete well-head with a 6-inch metal lid
approximately flush with the pavement. The pre-cast 8-inch diameter well-head,
with a removable metal lid for access will not interfere with future traffic or
parking.
Dames & Moore will be responsible for returning the work area to its
original condition and the repair of any damage that may result. When. Dames &
Moore and the San Joaquin County Health Department are finished with the periodic
water sampling over approximately the next year, the monitoring well will be
removed and abandoned in accordance with San Joaquin County regulations.
16000-206 -044
OFFICES WORLOW'IhF
