Box 1818 <br /> Stockton, CA 95201 <br /> TRUCKING OF WASTEWATER FROM CO UNTY SER VICE AREA 31 (FLAG CITI) TO COUNTY <br /> SER VICE AREA 15(WATERLOO), SAN JOA Q UIN CO UNTY <br /> I have reviewed the 29 March 2002 San Joaquin County Department of Public Works correspondence <br /> regarding trucking treated wastewater from the Flag City facility to the Waterloo facility. Trucking <br /> wastewater may be needed because the Flag City facility may run out of storage and disposal capacity <br /> prior to adoption of new Waste Discharge Requirements (WDRs). The lack of capacity is a result of <br /> rapid development in the area. <br /> Your correspondence provides an evaluation of six issues that Regional Board staff identified in a <br /> 28 November 2001 meeting and a 30 November 2001 telephone conversation. Transfer of wastewater <br /> from one facility to another is not generally allowed but it is preferable to an illegal overflow of <br /> wastewater to surface water drainage courses. <br /> The evaluation demonstrates adequate capacity for additional wastewater at the Waterloo facility and <br /> compliance with local permitting requirements. San Joaquin County may transfer up to 10,000 gallons <br /> per day of treated wastewater from the Flag City facility to the Waterloo facility. The transfer of <br /> wastewater shall not cause any upset of treatment processes or violations of WDRs at the Waterloo <br /> treatment system. The disposal of Flag City biosolids at the Waterloo facility is prohibited, as is any <br /> material that may cause offensive odors. <br /> Both facilities are required to submit self-monitoring data on a monthly basis. The County shall include <br /> a statement describing wastewater transfer to the Waterloo facility in each monthly report (Flag <br /> City and Waterloo systems). The statement shall be included in the monitoring reports until the need <br /> for transfer not longer applies.
