and the Engineer as additional insureds as their respective , interests may appear , and certified copies of such policies shall be filed with the Agency . The maximum deductible allowable under the Builder ' s All Risk policy shall be 15 , percent of the contract amount or one hundred fifty thousand dollars ($150 , 000 . 00) whichever is less , for each and every loss. The bidder shall have the financial capability to absorb , such a deductable amount. The Agency reserves the right to require demonstration of such financial capability prior to execution of the contract. In accordance with provisions of California Government Code , Section 4150 , Builder ' s Risk Insurance is not required for coverage of losses in excess of 5 percent of the contract ' amount of damage resulting from earthquake in excess of a magnitude of 3. 5 on the Richter scale, or tidal waves. Coverage in the amount of 5 percent of the contract amount for such losses is required. ' 4. SCOPE AND INTENT OF CONTRACT G4. 01 Intent of Plans and Specifications. It is the intent of i these specs stations and the contract drawings that the work performed under the contract shall result in a complete operating system in satisfactory working condition in respect to the functional purposes of the installations , and no extra compensation will be allowed for anything omitted but fairly implied. The prices paid for the various items in the proposal , shall include full compensation for furnishing all labor , materials, tools, equipment and incidentals and doing all work necessary to complete the finished product as provided in the , plans and these specifications. The specifications and the contract drawings are intended to be explanatory of each other . Any work shown on the contract ' drawings and not in the specifications, or vice versa, is to be executed as if indicated in both . In case of conflict , the specifications shall govern over the contract drawings, and the ' special provisions shall govern over both the contract drawings and other parts of the specifications , unless the intent is reasonably obvious . In case of conflict within either the specifications , or contract drawings , the Contractor shall ' notify the Engineer for interpretation or correction, and shall conform thereto as part of the contract. All work shown on the contract drawings the dimensions of which are not figured , , shall be accurately followed to the scale to which the drawings are made; however , figured dimensions are in all cases to be followed though they differ from scaled measurements. Any work for which there are no contract drawings shall be performed in accordance with the provisions of the State Specifications. , G-12 ,
