A video tape of the planned haul route showing conditions of all County roads shall be prepared . <br /> The condition of San Joaquin County maintained roads along the haul route shall be reviewed with <br /> Public Works prior to the start of excavation . Any proposed changes to the haul route shall require a <br /> revision to the conditions of approval . ( Development Title Section 9 - 1415 . 2 ) <br /> d . The fee shall be automatically adjusted July 1 of each year by the Engineering Construction <br /> Cost Index as published by the Engineering News Record .
