Department of Toxic Substances Control
Meredith Williams, Ph.D.
Jared Blumenfeld Director Gavin Newsom
Secretary for 8800 Cal Center Drive Governor
Environmental Protection
Sacramento, California 95826-3200
May 11, 2020
Mr. Giuseppe Sanfilippo RECENED
San Joaquin County
Community Development Department U
1810 East Hazelton Avenue ENVIRONMENTALHEAL7
Stockton, California 95205 DEPARTMENT
gsanfiliPPo(c-sigov.org
MITIGATED NEGATIVE DECLARATION FOR PA-1800177 (UP) — DATED
APRIL 27, 2020 (STATE CLEARINGHOUSE NUMBER: UNKNOWN)
Dear Mr. Sanfilippo:
The Department of Toxic Substances Control (DTSC) received a Mitigated Negative
Declaration (MND) for PA-1800177 (UP). The proposed project is a Use Permit
application to establish a religious assembly facility. The project is planned for
construction in two (2) phases over six (6) years. Phase 1 includes the conversion of an
existing 5,000 square foot agricultural building to a mixed use worship building, a
3,700 square foot kitchen addition to the mixed use worship building, and the
conversion of an existing 1,803 square foot building to a private garage. Phase 2
includes the construction of five meditation retreat buildings totaling 7,800 square feet
(approximately 1,500 square feet a piece), a 5,900 square foot pagoda building, a
600 square foot maintenance building, and the conversion of the 1,803 square foot
private garage to an administration building.
DTSC recommends that the following issues be evaluated in the MND Hazards and
Hazardous Materials section:
1 . The MND should acknowledge the potential for historic or future activities on or
near the project site to result in the release of hazardous wastes/substances on
the project site. In instances in which releases have occurred or may occur,
further studies should be carried out to delineate the nature and extent of the
contamination, and the potential threat to public health and/or the environment
should be evaluated. The MND should also identify the mechanism(s) to initiate
any required investigation and/or remediation and the government agency who
will be responsible for providing appropriate regulatory oversight.
® Printed on Recycled Paper
