(LCI), and Mr. Del Oros of the Resolution Trust Company (RTC). <br /> As stated in the memorandum, it was our understanding that a new contract between you and LCI <br /> would be completed by 3 December 1993. This new contract would have allowed you to approve <br /> the proposal for additional work at the subject site and would have permitted LCI to submit its <br /> response to our 2 November comments.on the Phase I investigation report on time. As also stated in <br /> the memorandum, as of 22 December 1993, a new contract still had not been signed. We are <br /> concerned that further delays may result in migration of the contamination, especially this winter <br /> when precipitation and high river stages could provide the driving force for such migration. Thus, it <br /> is essential that the Phase II work plan be implemented so that hydraulic controls may be <br /> implemented to prevent contaminant migration. Therefore, by 21 January 1994, you are required to <br /> respond to our 2 November 1993 comments on the Phase I investigation report and implement the <br /> Phase II work plan.
